Next to Frankenstein, The Lady and the Monster (George Sherman, 1944) is the daddy of all Evil Brain flicks. Though rather tepid stuff, it was the first film version of Curt Siodmak's classic criminal-brain novel, Donovan's Brain. The film starred Richard Arlen, Vera Hruba Ralston and Erich von Stroheim.
