Was the chubby, striped shirt-wearing Pud from Dubble Bubble Gum comic strip advertising based on this chubby, striped shirt-wearing Pud or vice versa?

After awhile, Dubble Bubble realized that Pud was an "indelicate" name so they changed it to Dick.
